A shortcut to a text file itself, that will eventually open a Notepad, will get to go through a fun process. It causes a problem because it listens to all possible shortcut registrations for some reason, it didn't do that before Win10. And if the process is being launched by another process so it can attach to its standard input (say, cmd.exe or a debugging host), does the keyboard shortcut parameter make any Things get backed up and everything with a dependency on DDE takes forever.
