i was ready to try reinstalling my network hardware. ipconfig hates me. The entries (ipsec and tcpip) would have been deleted from the registry HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\. i don't know if that was the cause of all this. this was the fix!
